WILMONT JOINS OTHERS AGAINST 9 DEVELOPMENT BILLS
Dear Members and Friends,
Our neighborhood is under assault from an unlikely and regrettable source -- our state Legislature -- and prompt action is urgently needed.
There are currently nine bills scheduled to come up before committee vote when the Legislature reconvenes next week that pose a grave threat to the character and quality and even the survival of residential neighborhoods like ours.
Born from the need for more housing units in the state and spurred by developers and the profits to be made, bills are being proposed in Sacramento that will wreak havoc on single-family neighborhood communities. Among the most destructive are:
SB 995 (by Wiener and Atkins): Slashes the number of affordable units developers must build to qualify for getting around California’s environmental protection law from current 49% to 15%, severely undermining the legislature’s commitment to affordable housing.

- SB 1120 (by Scott Wiener and Toni Atkins): Allows up to eight units to be built on a single lot in current single-family neighborhoods like ours.
- SB 902 (by Scott Wiener): Allows a majority of a city council to overturn voter-approved ballot measures that protect open space, shorelines and other lands — killing a 108-year-old California voter right. AND allows any city council to rezone “any parcel” to 10-unit luxury apartments, overriding all other zoning including single-family. Requires no affordable units.
SB 995 (by Wiener and Atkins): Slashes the number of affordable units developers must build to qualify for getting around California’s environmental protection law from current 49% to 15%, severely undermining the legislature’s commitment to affordable housing.
- SB 1085 (by Nancy Skinner): Slashes to just 20% (from current 40%) the required number of moderate-income units developers must build in order to qualify for a so-called “density bonus,” giving developers the right to upsize their projects by 35%.
- AB 2345 (by Lorena Gonzalez and David Chiu): Allows developers to ignore most well-planned city controls on height, open space such as courtyards, parking, design review, building setbacks, side yards, trees, sustainable materials and other local standards.
- AB 3040 (by David Chiu): Forces cities to choose sacrificing single-family homes older than 15 years to satisfy state growth targets — think South LA., East L.A., and diverse older suburbs. If cities fail to meet housing mandates (SM has been told to build 9000 new units) then developers will be allowed to ignore many local zoning laws to build as they wish.
- AB 3107 (by Richard Bloom and Phil Ting): Wreaks height havoc by allowing tall apartments where cafés, shops or businesses now stand, even if adjacent to homes. The bill upzones to the tallest height now allowed in commercial or residential areas ½ mile away, which would mean buildings in SM as high as those along Wilshire and Barrington.

MODE Dial-A Ride Service for Older Adults
Big Blue Bus has partnered with Lyft to provide on-demand services to replace the Dial-A-Ride program for older adults and people with disabilities living in Santa Monica. The new service is called MODE (Mobility On-Demand Every Day), and will improve curb-to-curb and door-through-door transportation. Lyft’s flexible transportation service network will allow MODE to meet the high demand for service during peak times when members are most interested in traveling while increasing efficiency when the demand for transportation decreases. Electricity is essential in our lives and economy. Yet according to the American Lung Association, the production of electricity generates a significant share of our air pollution, threatening the health and lives of millions of people, including those who are most vulnerable.
Making sure our electricity comes from clean and renewable sources is critical to improving air quality and reducing carbon emissions. In 2019, 100% Green Power will be delivered to all Santa Monica customers, making going green as easy as turning on the lights! This is possible through the Clean Power Alliance of Southern California, a partnership of 32 local communities including Santa Monica, to directly source renewable energy for our electricity needs.
Clean Power Alliance (CPA) will offer three rate options:
• 100% Green Power, sourced from 100% renewable energy sources
• Clean Power, sourced from 50% renewable energy sources
• Lean Power, sourced from 36% renewable energy sources
All customers will automatically be enrolled in the default option of 100% Green Power chosen by the City, which comes at a slight cost premium. Residential customers will be first served by Clean Power Alliance starting in February 2019. Commercial customers will be served starting May 2019. At any time, customers may opt down to a lower renewable energy rate that is more costcompetitive with Southern California Edison, or opt out of Clean Power Alliance service altogether and stay with Southern California Edison.
