Aaron Alpert: NRO Officer Chief of Police Ramon Bautista. Various topics touched upon: Staffing: Shortage initially, hired 55 new officers, still lower than 2019 pre-pandemic levels. Arrests: Increasing, both proactive and from responding to calls. Aiming for more self-initiated activity by officers. Community Engagement: Officers encouraged to interact with suspicious activity but respect privacy. 311 app Non emergency PD number: 310-458-8491 911 is able to accept text messages Cadet Program: Increased from 4 to 14 to attract young talents. The Santa Monica Police Department is making efforts to address staffing shortages, increase proactive policing, engage with the community, and tackle issues like homelessness and drug use. This includes new initiatives like the Therapeutic Transport Team and public service officer focus on parks. The speaker seeks public input on addressing needle exchange concerns at the park. 2nd Guest Speaker: Phil Brock Vision for Santa Monica:
Mayor Phil Brock emphasized the importance of appreciating Santa Monica's history and culture while focusing on long-term goals. Key priorities include increased neighborhood patrols, stricter traffic enforcement, faster permitting processes, and a more welcoming attitude towards businesses. II. Future of the Santa Monica Airport (After a recent 4-3 vote by a divided SM City Council) John C. Smith, Wilmont Board member and Santa Monica Recreation and Parks Commissioner, will discuss the recent Council vote as it relates to the future of the airport and most specifically, the Airport and Memorial Park Expansion Plans. Then, Michael Brodsky will discuss the airport's planned 2028 closure and why turning the Santa Monica airport into a park will benefit our community. Bring your questions. We'll have answers. Autonomous, Self-Driving Cars in Santa Monica Waymo will be joining us to share an update on their autonomous driving cars in the Santa Monica area and what you can expect. Our speakers will be from the Santa Monica Transportation Department led by Mr. Ed King. They will cover the following topics as well as take questions. We have dedicated the entire Wilmont May meeting to transportation. We look forward to you joining us next Tuesday to learn more about your city! Waymo (self-driving cars): What authority does the SM Transportation Department have with regards to Waymo’s actions e.g., where they can pick up and drop off, can they double park to pick up rides, can they park in red zones or driveways? How will we be informed if they go into operational mode in Wilmont? Circulation and parking changes during construction and for final operation of Miramar Hotel: What is the status of the design documents for the Miramar three year construction phase and final operation? Will the neighborhood residents and/or Wilmont be involved in evaluating and giving feedback on the circulation and parking design documents? Parking aprons: What is the legal status of how parking aprons can be used i.e., can they be parked on if they are not blocking the sidewalk and/or street traffic? What is the current SMMC law and is it being enforced? Big Blue Bus: Please discuss how residents can best use the BBB? Is there any discussion of supporting circulating buses within the city to support residents who need to get local stores, services and entertainment? What % of the BBB is supported by fare box revenue? Issues: New Bump Outs, Vision Zero for cyclists and pedestrians and bike lanes’ future changes in city/Wilmont: These are topics we see on Next Door and hear in talking with other residents. We would appreciate an overview of each issue and what you believe the future direction will be. Electric Scooters and Electric Bikes: Please provide an update about where they can be parked, can they be ridden on beach paths, what companies are operating them in the city, who do we call if we have a complaint/feedback? Mode (Mobility On-Demand Everyday Program) – City of Santa Monica’s shared-ride service (Lyft provided) for older adults and persons with disabilities: Please discuss the Mode transportation model, its hours of operations, how people contact to get rides, how they qualify and what and how do they pay for this service. Wilmont Residents Information Update: Builder’s Remedy projects: Based on state not city law, BR projects were allowed to have preliminary applications submitted because the state decided not to approve our Housing Element in 2022 when the city submitted it. Every previous Santa Monica Housing Element has been approved with no questioning. BR allows builders to propose ANY housing projects of ANY height and ANY density ANYWHERE in the city if it has 20% affordable housing. See the link to the Builder’s Remedy table on the city planning website santamonica.gov - Builder's Remedy . Two projects in Wilmont have had preliminary applications submitted: 1007 Lincoln and 1038 10 th Street but did not have their formal application submitted as of our April meeting. After April 4 th (our April meeting) the formal applications have been submitted and if approved these buildings can be demoed, rent control units will only be offered relocation monies and 1007 Lincoln will be demolished and built into a 15 story building (preliminary application was for a 12 story building) and 1038 10 th Street will be demolished and built into a 14 story building (preliminary application was for a 12 story building) in the heart of Wilmont. We will keep you updated on this serious issue of rent-control units being demolished and 14 – 15 story buildings being built next to two story multifamily buildings in our R2 zoned neighborhood. He’ll take Q&A Santa Monica Public Works Team: They’ll be providing an update on the city’s Zero waste efforts and the Sold Waste Rate Study. As well, they’ll be discussing the Airport Conversion planning effort and welcome feedback on ways to best conduct outreach to Wilmont residents and businesses. They’ll take Q&A. Waymo Public Relations Team: Alexander Hall and Amanda Ventura Zink: They’ll be talking about why they recently announced Los Angeles as their third ride hailing market (in addition to San Francisco and Phoenix) and what their black and white vehicles have been doing driving around Santa Monica and especially Montana Ave. They’ll take Q&A. Waymo hits the streets of Santa Monica Here is some additional information Waymo provided: • Waymo is a sister company of Google under the Alphabet umbrella. • We are currently in the mapping phase where our vehicles are being manually driven in several areas in the Los Angeles region and Santa Monica is one of them. • Here is a link on how Waymo's autonomous vehicles use data. • Waymo receives our permits from the DMV and the California Public Utilities Commission (CPUC). We have a separate policy team that focuses on permits. Waymo’s Co-CEOs are Tekedra Mawakana and Dmitri Dolgov. We have asked them to discuss their top three city priorities and why they selected them in a three-minute presentation. Q&A will be via chat and based on available time. The SM City Council election on November 8 th as always, is the most important in terms of the city’s future. Ballots will start being sent on October 10 th . Be ready and don’t let someone else decide for you. Recycle those slate mailers; they are just paid ads; look for the asterisk* to see who paid; they are not endorsements. Please learn about the city council candidates via this Wilmont September meeting. We hope you will join us for Wilmont’s summer finale of our Fourth Friday Festival on September 23 rd . We will have live music starting at 6 PM at Reed Park from Andrew Browning and the 9 Pound Hammers. At dusk we will be showing an outdoor movie of the “The Sandlot”. Here's our agenda for the Tuesday, June 7th meeting via zoom. (See homepage for link) -John C. Smith, Wilmont Board Member and Park & Rec Commissioner will be discussing Reed Park and Wilmont music and movie events this Summer starting in June. -Marc Verville, Vice Chair of Audit Subcommittee: We heard Michael Soloff and Sue Himmelrich speak in support of the “property transfer tax measure” in our May meeting. Marc Verville will be speaking against this initiative. -Tracy Condon, SM Rent Control Administrator: Renters are over 80% of Wilmont’s residents. Tracy will be discussing the 6% increase to controlled rents effective on 9/1. The Rent Control Board (elected by us the residents) will be holding a public meeting 6/9 to consider capping rent increases. -Aaron Alpert: Wilmont SMPD Neighborhood Resource Officer ([email protected]): Aaron will provide a SMPD update for Wilmont and the city. He will take Q&A. Thanks to local Ash Winders for working with Suzie Lockwood, our SMPD Crime Prevention Officer, to launch their first CHALK THE PARK EVENT at Reed Park on Saturday June 11 th from 11 – 2 PM. It will be at Joslyn Hall behind the Children’s Playground. SMPD will be there with giveaway booklets for children to color as well as Clayton Museum and SMMUSD handing out flyers on their activities. This is a soft opening so please come out for it. Hope is to do something monthly, like this, as well as summer music/movies which Wilmont is planning to roll out. We hope this event works to keep the park more safe for children and we will be able to have events on the lawn AND could be held monthly with families.
